Yes,you can.But it's a long process. Also you should know that The Ivy Leagues (Cornell,Columbia,Princeton,Yale,Harvard,University of Pennsylvania,Brown etc) have really high standards.Really good grades are not enough, you must have an impressive CV in order to stand out (eg. community service, foreign languages, excellence in music or sports etc) . Before doing anything, contact the American embassy in your country and ask if they have a specific bureau for people who want to study in the US.They can help you more. You could also check the websites of the Universities that interest you, they give many details on their requirements. After you get accepted at a University you'll be able to get a VISA and you're ready to go.

Yes you can actually. I know for a fact that Harvard accepts A-levels and IB. GCSE's are also highly thought of as well.

There are many, many universities in the USA. Go on line and find some you like. Contact them for application and info on obtaining right papers. Entrance requirements vary greatly. Reputations vary greatly. Course offerings and campus life styles vary greatly. Find a college or university that suits you and offers the course of study you want. Check out what happens to its graduates. Can they get jobs in places and in fields that you might want to work in. Knowing exactly what you want to get out of your university studies is crucial. There are many colleges in USA as well as the universities. Also small universities. Be careful since some "colleges" are profit-making. A state supported college or university is often your best buy. If you belong to a Christian denomination, your church may have colleges that you might want to attend.
